SOCIEDAD PORTUARIA DEL NORTE

Geographically, is the first multipurpose private port at Barranquilla. With a total of 56.800 m2 in yards, 2 warehouses of 1.000 and 2.650m2, can receive all type of cargo. This pier has 1 floating pier with a T shape with 114 meter, with a maximum draft of 40’ alongside, however the restriction is at the river mouth. The pier can attend vessels with a max loa of 200 meters and 35.000 mtons of dwt, working with 3,4 or 5 services.

“ LAS FLORES “ ANCHORAGE AREA.

This area is usually used for anchoring the vessels awaiting berths either private piers as Monomeros / Cementos Argos / Colterminales or the public pier.

Also it is used for discharge operations of steel cargo, which are carried out to barges –with a capacity between 200-250 tons-, alongside vessel both starboard and port side. The cargo is discharged with ship’s cranes.

The main restriction is the arrival draft on the river mouth, as there are no loa/beam/air draft restrictions determined. Vessels are not moored but anchored at midstream. The current discharge rate estimated at this area is about 4,000 mt/day agw/ wp.

SOCIEDAD PORTUARIA REGIONAL DE BARRANQUILLA

Port terminal located about 11 miles from Magdalena river mouth Number of piers: this pier has about 1,058 meters long, where it can be accommodated between 6-7 vessels, depending on their loa. Max loa: this restriction has not been determined but it has been docked vessels with loa up to 216 meters. All depends on draft restriction. Max beam: 35 meters width. This restriction is mainly applied for coal/coke shipments, which requires a shore crane. Max draft: this restriction is the same as the river mouth and navigational channel Max. Airdraft: 14 mtrs height from the quay level to the freeboard. The distance between the quay and waterline is about 1.5 meters, which changes depending on the season when high levels of water flows are presented and reduce this distance to about 0.5 meters. High levels usually are presented between June-August and December- January. This restriction is mainly applied for coal/coke shipments, which requires a shore crane. Normal working hours: 24 hours SHINC.

The SPRB facility has five shore cranes with 100 tons of capacity and is bringing in four shore grabs with 10 cbm capacity to operate bulk carriers.

MONOMEROS

General Information 2 piers Max Loa : This restriction has not been determined by the port but it has docked vessels up to 180 meters long a t pier 1 and 150 meters long at pier 2. Max Beam: Not determined and depends on draft restriction Vessels alongside by starboard side Normal Working Hours: 24 hrs SHINC. Discharge Rate for Dry Bulk Cargo: About 3500 mt/day agw/wp. It varies depending on factors as kind of cargo, holds distribution, vessel’s cranes, among others. Draft Restriction: 29’ FW, with separating barges, but due to silting problems vessel should be fixed at 28? FW. Liquid Bulk Cargo It is the same pier 1 for dry bulk cargoes, where is also installed the manifold for pumping this type of cargo. SociedadPortuariaAtlantic Coal de Colombia S.A. is the owner of a port facility, built on its own property, and located on the westernmargin of the River Magdalena, adjacent to the facilities of the SociedadPortuariaRegional de Barranquilla, the public port of the city of Barranquilla.Atlantic Coal also owns 50 % of NORCARBON S.A., a Company that holds title to a coal mine, located in CerroLargo, La Jagua de Ibirico, Department of Cesar, in the northeastern region of Colombia, 350 kilometers south east of the port in Barranquilla.

On July of 2007, ATCOAL S.A., ComercializadoraInternacionalwas incorporated as a wholly owned subsidiary of Atlantic Coal as a Trading Company to promote and sell in the international markets coal produced by NORCARBON, as well as, coal mined by independent producers.

II.ASSETS A.The Port Facility

AAtlantic Coalbuilt with its own resources, the pier and the infrastructure of the port in Barranquilla, with investments of over TWENTY MILLION DOLLARS (USD $20'000,000.oo). The port installations consist of;

a- A yard for the handling of the coal with an approximate extension of9.000 M2., of land property.

bThe pier built by The

Compny, has the following characteristics:

Three docks for the of ship’s mooring, two platforms, constructed on piles of 0.80 mts. in diameter each, anchored 14 meters down in the coralline at the bottom of the Magdalena River bed. This construction meets international specifications to berth vessels of up to 60.000 metric tons capacity. The present conditions of the navigation channel (32ft. draft), allow to load "Handy Size" type vessels. Based on the works being completed onthe River Channel, it is expected that by 2008, the draft will be upgraded to 36ft., which will allow the traffic of Panamaxvessels to the port in Barranquilla.

C- An irrigation system to moist the coal piles by aspersion, a mandatory requirement of the Colombian Ministry of Environmental Protection.

d- Two electrical power plants of 150 KVA, each, to give self-sufficiency to the Port in case of electricity shortages that can affect the 24 hour per day SHINC,port operation. The Port has been accredited internationally as a "Safe Port". This port serves also independent coal producers of the regions of Cesar, Cundinamarca and Boyacá, with the resulting increase in the use of the port capacity. The Port facility can handle 1.200.000 metrictons. of coal for export per year.

2-For your information, the berth at this terminal is a floating berth made by 2 barges: one of 56 mtrs Loa and 18 mtrs beam, and other one of 62mtrs Loa and 13,6 mtrs beam for a total of 118 mtrs of floating berth.

Also, the total area of this pier is 4.5 hectares and the area that they have reserved for storing and receiving the coal is 21.200 m2, just in front of the berth.

3-This terminal has a shore crane of 80 mtons capacity and they also have a hydraulic grab of 21 m3 and 2 more grabs of 12 m3 and 17 m3 each. However understand that for this coal project, the vls must be fitted with grabs.

Buenaventura

Channel Length: 31,5 kilometers, about two and a half hours to get to Public Terminal.

Location: Covenas is located in the Gulf of Morrosquillo approximately 56 miles S.S.W. of Cartagena, North Coast of Colombia. Gulf of Morrosquillo is described between San Bernardo (09 Deg 42' N., 075 Deg 42' W) and Punta Mestizo 17 miles S.S.W. At present, 3 SPM (Single Point Mooring) Buoys are placed for Oil exportation; TLU No.1, TLU No.2 and TLU No.3

According to port regulations, a vessel is considered arrived in port when she is 2 miles from following position: lat. 12 d. 17.5 m north and long. 71 D. 58.9 m west.

Following approaching navigation charts must be available onboard to be presented to local authorities upon arrival Puerto Bolivar, in case is requested:

229 Bahia Portete ; 028 Barranquilla- Puerto Espada; 007 el Gran Caribe ; 002 North Coast Colombia ; 040 Guajira Peninsula.

CONDITIONS/ RESTRICTIONS AT PUERTO BOLIVAR:

No crew shore landing is allowed, except master/chief engineer in special cases, due absence of immigration office. No provisions, bunkers or water is available to vessels. Limited medical assistance is available at the port. It is very important that master looks very closely at deballasting time, considering that load rate may average between 4.500 and 6.000 mt/hour, with peaks of up to 10,000 mt for panamax and cape size vessels. Should vessel delay loading, a penalty for waiting may be imposed on vessel. For loading coal is available one shiploader.

APPROACHES

As the coast line extended further Wes due sedimentation of muddy river water, a 2 miles distance is recommended in the vicinity of point Turbo. The ideal place to drop the anchor is 1.5 miles west of Punta Las Vacas Light. Vessels can arrive at the station at any time. 
Caution: Vessels approaching this area should be careful as small fishing and small ships cross the gulf.

NAUTICAL CHARTS

By the Resolution DIMAR-078 of 03rd march 2000, the mandatory use of the Colombian Official Nautical Charts in motors vessels of Colombian flag and M/V in Colombia sea transit (more information in the Harbour Master’s Office).

Pilot will board at Punta de Las Vacas once Port Authorities clear the vessel or at same time the visit. The Pilot station works on a 24 hours, and keep watch on VHF channels 11 and 16. When Sailing, Pilot should be informed at least 2 hours before departure time from the anchorages area, Pilot will disembark at Punta de Las Vacas Pilot Station after the vessel drops the anchor.

RADAR

Exist VTS in Turbo Coast Guard Station and you may contact by Channel 16.

MEDICAL

The hospital is a basic attention center, for this reason is very important advise their agency advance notice if required medical attention in order to coordinate the best attention dependently of case.

TANKERS

There are no slops facilities. The only tankers arrive with agricultural chemicals for discharges to barge in the anchorage area. The amounts imported are normally less than 100.000 gallons. There are no facilities to combat spills. Pollution inspector is assigned to survey operation. Small tankers (less than 800 GRT) transport gasoline and oil products from Cartagena city to a little pier in Punta Las Vacas. The maximum allowed draft for this channel is 10ft. No Ship to Ship facilities are available.

DENSITY

There is no official density in the port. It is brackish water, and the density changes according to the seasons (rainy and dry).

FRESH WATER

There is no way to supply fresh water.

FUEL

No fuel is available in the port

FIRE PRECAUTIONS

No special precautions. Those normal for a ship at sea apply. 

CONSULS

There are no Consulates in Turbo.

REPAIRS

Na major facilities at port: Electrical motor repairs and some workshop repairs can be done ashore.

SURVEYORS

Classification societies have no representatives in the port. They must be arranged in advance to fly from Cartagena to undertake surveys. Flight are not expensive but also difficult to book There is an independent local company. Turbo Marine Surveyors (tel/fax (094)8274337, e-mail , with highly experienced surveyors who act as Cargo Inspectors for bunkers, on hire, condition surveys, etc. This company can also be contacted for the channel VHF 11 or asking in their agency.

GANGWAY/DECK WATCHMEN

It is recommended to hire a minimum of 3 watchmen during cargo operations. There is a very high risk of stowaways and drug trafficking in the area The charge is a reasonable for the service.

It is possible repatriate crew members for Turbo. They Fly from Apartado to Medellín and later Bogotá, where international connections ins possible are available when not has possible from Medellín.

Only is Apartado airport in function, at 45 minute from Turbo, only receive small planes. Is necessary leave to Medellín, where connection is available.

INSPECTION FOR DRUGS

Inspection for Dugs hidden in the sea chest (water intakes), can be carried about by Colombian Coast Guard divers CAUTION: Engine must be completely stopped for them to begin diving. A diver will go on board to talk to the Master an Act will be signed upon completion of the inspection. During the time of the inspection, Agency’s boarding officer will come on board to bring the Outward Clearance and Cargo documents.
